Tamale Pie

2 lb ground beef
12 oz tomatoes
1 each med. onion, chopped
1 each clove garlic, chopped
1/2 teaspoon salt
1/2 teaspoon pepper
1/2 teaspoon oregano
3 1/2 oz (1/2 7oz can) green chilies
----TOPPING----
1 cup grated mild cheese
1/2 cup cornmeal
1/2 cup unbleached flour
1 teaspoon baking powder
1 single dash salt
2 tablespoon oil
2 teaspoon sugar (optional)
1/2 cup milk
1 single other half green chilies
Brown meat in skillet. Add remainging ingredients and simmer 20 minutes. Pour into a 4-qt casserole. Top with cheese. Mix rest of ingredients together and pour over the top of meat and cheese. Bake at 375 degrees F. for 30 minutes (or until topping is done).
