Bean Chili

1.00 lb lean ground beef
3.00 cup cooked black beans
1.00 cup diced green pepper
1.00 cup chopped onions
1.00 cup diced carrots
1.00 tablespoon chili powder
2.00 garlic cloves, minced
2.00 bay leaves
0.50 teaspoon ground red pepper
3.00 cup tomato juice
4.00 cup hot cooked rice
Cook beef in 2-3 quart saucepan over medium heat, stirring to crumble. Add all ingredients except rice. Bring to boil; simmer uncovered 20-25 minutes. Remove bay leaves. Serve over hot rice with chips on the side. and get ready for second helpings!
